Where do i get my licence plate back?im confused?

i just got pulled over with an improper use of a licence plate...i took it off my truck and put it on my brothers car to gas it up and drove it...the police pulled me over and told me that the vehicle will have to be towed because it has no registration or insurance but the licence plate was registered under my truck....he said he will not give me the $3000 dollar ticket or take my licence away because i had no criminal or driving offences background (i am a gdl driver 17 years old) but he will tow away the vehicle....then he said there was no tow trucks in the area that he will follow me home and not bother with the vehicle but gave me a $230 ticket for improper use of a licence plate so i got really lucky...but he took my licence plate and when we got to my house he drove off now do i go pay the ticket and get the licence plate back or what happens?
