Do an housing officers has a right to take a picture of your guest in public without the persons concent in UK?

An housing officer came to my house during the course of investigating an allegation and met a guest who met her at the door and she took his picture without conscent infront of the neighbours etc. Would like to know if this is legal and if not what else to do
